Division Electrical Safety Officer

The Berkeley Lab’s Environment, Health and Safety Division is seeking a Division Electrical Safety Officer to join the team! This position will support the implementation of an effective Electrical Safety Program at Berkeley Lab and operate under consultative direction to deliver expert customer service-based Electrical Safety services, as well as serve as a champion for electrical safety across the organization. This role recommends and implements processes for monitoring and preventing electrical exposures, advises the Laboratory Electrical Safety Officer on strategies to address complex regulatory matters, and oversees the control of construction, maintenance, and lab hazards to minimize liability risks. 

What You Will Do:

Facilities Division Electrical Safety Officer

• Oversee and supervise Qualified Electrical Workers (QEWs) to ensure adherence to electrical safe work practices.
• Provide guidance and support to QEWs and subcontractors as necessary.
• Evaluate processes and procedures for planning and controlling high voltage and medium voltage electrical work.
• Ensure compliance with Berkeley Lab requirements and consult with the Electrical Authority Having Jurisdiction (AHJ) as needed.
• Review and approve Electrical Safe Work Practices to verify compliance with Berkeley Lab standards.
• Consult with AHJ for interpretation requirements as necessary.
• Provide in-house training for QEWs and subcontractors on electrical safety practices.
• Review and approve Work Planning and Control (WPC) activities for QEW craft workers.
• Conduct self-assessments in Electrical Safety and Lockout/Tagout (LOTO) areas.
• Observe electrical work and LOTO procedures to identify improvement opportunities.
• Develop awareness campaigns and assist with subcontractor LOTO permitting process.
• Develop and assist with LOTO permits and complex LOTO procedures using institutional databases.
• Lead efforts to resolve complex LOTO safety issues and ensure compliance with procedures.
• Assist in the investigation of LOTO or electrical accidents or near miss events using standard laboratory procedures.
• Serve as a resource for employees, managers, and Facilities Division Safety Coordinator on electrical safety matters.
• Coordinate with EHS Electrical Safety Group to resolve workplace conditions.
• Conduct workplace inspections to identify and mitigate electrical hazards.
• Provide Electrical Safety expertise during outages and other high-risk activities involving electrical hazards.
• Advise management on electrical safety Personal Protective Equipment (PPE) including purchasing, issuing, and maintaining PPE.
• Develop and maintain collaborative relationships with Facilities Division staff, EHS staff, Safety Coordinators, workers, and line management.

Additional Responsibilities as Needed:

Electrical Safety Officer

• Ensure that day-to-day work, operations, and activities are conducted safely and in accordance with PUB-3000, Chapter 1.
• Monitor adherence to established work authorizations and safety protocols.
• Generate accurate written reports according to applicable standards.
• Enter relevant information into appropriate databases for documentation and tracking purposes.
• Deliver timely activity/project status reports to stakeholders.
• Address customer issues and communicate performance measures, indicators, and technical program updates.
• Maintain familiarity with other program areas within the team.
• Provide support to these program areas as needed, contributing to overall team effectiveness.
• Assist in the completion and submission of DOE-required Performance Indicators.
• Ensure accurate and timely reporting to meet regulatory requirements.
• Stay abreast of current Berkeley Lab Health and Safety Policies.
• Ensure compliance with relevant policies and procedures in daily activities.

What is Required:

Division Electrical Safety Officer Level 3:

• Bachelor of Science (B.S.) in Electrical Engineering or a related field, with 7-10 years of electrical work experience OR Master of Science (M.S.) with 5-7 years of experience OR Ph.D. with 3-5 years of experience.
• Proficiency in electrical construction and electrical plant maintenance.
• High level of working proficiency in Lockout/Tagout (LOTO) and NFPA 70E safe work practices.
• Experience with High Voltage (12kV) system operation and maintenance.
• Working knowledge of applying OSHA, DOE, NFPA, and IEEE electrical safety requirements.
• Demonstrated ability to develop, implement, maintain, and monitor safety programs and initiatives.
• Experience in developing and executing training, writing procedures, conducting audits, and performing safety inspections.
• Excellent written and verbal communication skills to effectively interact with various stakeholders, including Facilities management/staff, EHS management/staff, project managers/superintendents, and subcontractors.
• Proficiency with standard business software, including word processing, presentation software, and spreadsheets, to facilitate communication and documentation.
• Demonstrated ability to work under consultative direction and exercise sound independent judgment on issues critical to the success of the Laboratory.
• Ability to provide technical leadership and consultation to both technical and non-technical audiences.
• Expertise and proven ability to apply safety principles, theories, and concepts to develop creative solutions to complex problems.
• Proficiency in developing mechanisms for measuring the effectiveness of implemented solutions.
• Ability to work under short-term deadlines and constrained budgets, while managing multiple projects concurrently.

Division Electrical Safety Officer Level 4 (in addition to Level 3):

• Bachelor of Science (B.S.) in Electrical Engineering or a related field, with 9-12 years of electrical work experience OR Master of Science (M.S.) with 6-8 years of experience OR Ph.D. with 4-6 years of experience.

Desired Qualifications:

• Experience as a journeyman electrician.
• Experience working in a DOE environment and construction projects.
• NFPA 70E certification as Certified Electrical Safety Compliance Professional (CESCP).
• Professional certification (CSP), registration, or equivalent.

Notes:

• This is a full-time career appointment, exempt (monthly paid) from overtime pay.
• The Division Electrical Safety Officer (Level 3) is expected to pay $128,520.00 to $157,080.00 annually, which fits within the full salary range of $114,252.00 to $192,804.00 for the H50.3 Occupational Safety Spec. 3 position. Salary for this position will commensurate with the final candidate’s qualifications and experience, including skills, knowledge, relevant education, certifications, while also aligned with the internal peer leadership group.
• The Division Electrical Safety Officer (Level 4) is expected to pay $151,320.00 to $184,956.00 annually, which fits within the full salary range of $134,496.00 to $226,944.00 for the H50.4 Occupational Safety Spec. 4 position. Salary for this position will commensurate with the final candidate’s qualifications and experience, including skills, knowledge, relevant education, certifications, while also aligned with the internal peer leadership group.
