Lawrence Berkeley National Laboratory has multiple openings for a Program Manager in Berkeley, CA.

 

Duties: Responsible for the overall operational and program management of the Biosphere-Atmosphere Interactions (BAI) Program Domain, including the AmeriFlux Management Project, the Terrestrial Ecosystem Sciences (TES) SFA, and a range of other projects and activities. Develop and pilot best practices for advancing equity in Biosphere-Atmosphere hiring and onboarding processes. Elevate awareness for IDEA in action within the EESA community through practical advances in culture, practices and processes. Serve as a member of the Earth and Environmental Sciences Area (EESA) POA Team, and as consultant to the CESD Sr. Advisor and other PIs. Manage a comprehensive range of specialized program analysis support, including determining action items and creating, implementing and maintaining schedules to ensure completion of multiple project deliverables. Provide recommendations for projects from moderate to complex scope, and assess, compile, and coordinate action items to provide continual analysis of emerging work demands to the CESD Sr. Advisor. Represent the Sr. Advisor in a broad range of communication and coordination activities involving laboratory management, DOE, other federal agencies, national laboratories, universities, private research institutions, and industry vendors. Provide program analysis support for program development activities for a select group of PIs, including proposal development, post-award management and renewals, human resources, and business services, with an emphasis on incorporating IDEA principles into operational practice. Utilize institutional systems for tracking budget/spending and providing PIs with routine financial reports and occasional ad hoc reports. Assist PIs in maintaining funds control through regular and timely analysis of expenditures and portfolio analysis. Create concise and logical scientific-technical project progress reports as required. Report generation may require a synthesis of data from a variety of sources into a concise summary or conclusion for use by the PIs and/or submission to federal agencies. Work with the CESD Sr. Advisor, and HR Center staff to plan and coordinate the recruitment of new positions into the Program and related projects. Coordinate and process subcontract requisitions with the Procurement Department and EESA matrixed Financial Staff. Coordinate process for sub awardee milestones, deliverables via quarterly dashboards, invoice certification, contract modifications including funding increments, and closeout. Coordinate the recruitment of new positions into the Program and related projects. Develop and track schedules and oversee a variety of deliverables; such as scientific presentations, posters, and media materials. Monitor and make recommendations for improving the content for the BAI Program Domain project websites. May telecommute.

 

Benefits: This full salary range of this position is between $104,707 to $149,448 per year depending upon candidates’ full skills, knowledge, and abilities, including education, certifications, and years of experience.

 

Requirements: Employer will accept a Bachelor’s degree in Analytics, Program Management, Business Administration, or related field, and 1 year of work experience in the job offered or in an operational analysis-related occupation. In lieu of Bachelor’s degree and 1 year of experience, employer will accept 3 years of work experience in job offered or in an operational analysis-related occupation. Any suitable combination of education, training, or experience is acceptable. Position requires: 

 

1.         Program domain: project planning, budgeting, scheduling, and information tracking;

2.         Organizing and developing technical scientific reports;

3.         Exceptional interpersonal, verbal and written communication skills.

4.         Work with federally funded research programs by advising and assisting program domain lead in obtaining new funding;

5.         Work with data sharing, open access compliance, and conflict of interest documentation; and

6.         Database management: manipulate data for tracking inventory, programming custom data workflows, and create dashboard reports.
