Berkeley Lab's Engineering Division is hiring a Project Controls Analyst to support scientific and capital/infrastructure projects. You'll assist Project Directors, Managers, and Principal Investigators with planning and controls for small to mid-sized projects, applying project management practices throughout the project lifecycle—from conception to closeout. This includes compliance with DOE Order 413.3B, DOE Guide 413.3-10B, PMBOK, and relevant LBNL policies. You'll also identify and implement specialized controls to guide projects through the DOE Critical Decision (CD) process.

What You Will Do:

Under general supervision:

  • Assists in planning and control efforts for projects of moderate complexity and limited performance risk.
  • Works independently on day-to-day scope. May require limited supervision on special projects or complex issues.
  • Participates in the development and implementation of project plans that address project requirements.
  • Develops project reports and presentations.
  • Under supervision, may represent planning and controls aspects to external and internal reviewers.
  • Works on problems of small to moderate scope where analysis of situations or data requires a review.
  • Exercises judgment within defined procedures and practices to determine appropriate action. Unique assignments may be reviewed for accuracy and overall adequacy.
  • Regular interaction with Project Managers, Project Directors, outside contractors, and general IT and finance staff.
  • Under supervision, may represent discrete or limited aspects of project planning and controls to internal or external reviewers.

What is Required:

  • Bachelor’s degree in Business, Engineering, Project Management, or related field, or equivalent experience.
  • Minimum of 2 years of related experience in project controls, scheduling, or project management support.
  • Proficiency in scheduling and cost control tools such as Primavera P6, MS Project, Excel, and data visualization platforms.
  • Working knowledge of earned value management systems (EVMS).
  • Strong analytical, problem-solving, and communication skills.
  • Ability to work independently and collaboratively with multidisciplinary teams.
  • Skilled in all foundational aspects of project planning and controls, including planning, budgeting, and scheduling.
  • Working knowledge of project reporting requirements for earned value, scheduling technique, risk assessment practices, and modeling.
  • Ability to understand and apply PM standards and PC practices to multifaceted situations.
  • Provides advice and consultation regarding project and initiative planning and development.
  • Proven ability to manage conflicting priorities and develop strategies that lead to successful completion of tasks.
  • Demonstrated experience with PM software.
  • Skilled in oral and written communication.
  • An understanding of the federal budgeting and funding process as well as the impact of various funding choices is valued.Knowledge of PMBOK and applicable DOE Orders for project controls, including EVMS.

Desired Qualifications:

  • Experience supporting DOE Order 413.3B or other federal project management frameworks.
  • Familiarity with DOE project lifecycle, budget formulation, and reporting processes.
  • Certification in project management (e.g., CAPM, PMP, or equivalent).
  • Certified Associate of Project Management Certification (CAPM/Project Management Institute).

Salary:This position is expected to pay a targeted range of $97,000.00 to $118,000.00 annually and has a full salary range of $85,860.00 to $144,888.00 annually. The final salary is dependent upon the candidate’s skills, knowledge, and abilities, including education, certifications, and years of experience.

Notes:This is a full-time career appointment, exempt (monthly paid) from overtime pay.This position is subject to a background check.
