Emergency and Continuity Manager

Lawrence Berkeley National Lab’s (LBNL) Security & Emergency Services (SES) Division has an opening for an Emergency and Continuity Manager to join the team.

This position will provide leadership, management, and technical oversight of the Laboratory’s emergency management and continuity programs and execute a diverse set of duties to include independently managing, overseeing, and coordinating all aspects of Emergency Management Program activities. You will serve as a point of contact and expert authority to resolve problems or issues concerning emergency management policy and implementation. Functions as the subject matter expert for the Emergency Management Program and routinely briefs Laboratory executives, DOE Berkeley Site Office, and division managers on the status of the program and related issues. This position establishes divisional operational objectives and work plans and may recommend Laboratory-wide policy changes. May establish procedures that affect immediate organizations.

All members of the Emergency Management Team have either primary or secondary emergency management duties during any incident or event affecting the safety and security of Lab personnel, property, and/or the environment. This position is subject to 24/7 recall and assignment on extended duty hours or during nights, weekends, and holidays when such events occur.

What You Will Do:

Program Administration

Develops, implements, documents, and maintains an effective, integrated Emergency Management and continuity program that addresses the following program elements: program administration, training and drills; exercises; readiness assurance; emergency response organization collaboration; off-site response interfaces; emergency facilities and equipment; emergency categorization and classification; notifications and communications; consequence assessment; protective actions and reentry; emergency medical support; emergency public information; and termination and recovery.

• Principal official in charge of the Emergency Management program. Provides leadership and oversight over the emergency management program including 5-8 staff and is responsible for coordinating all Lab programs relating to preparedness, response, continuity, and recovery from emergencies.

• Develops policies, plans, and communications on emergency services-related issues and informs senior management of possible or probable impacts of federal regulations and/or DOE directives to Laboratory programs. Maintains a broad knowledge of all emergency services functional areas in order to provide technical and operational guidance to management.

• Ensures all state, local, DOE, and University of California orders, manuals, policies, notices and other applicable requirements are evaluated and appropriately addressed in the Comprehensive Emergency Management Program (CEMP) and the Continuity of Operations requirements.

• Oversees coordination of site-wide drills and exercises ensuring appropriate coordination with internal and external stakeholders and effectiveness in meeting program requirements.

Emergency Response Organization

• Incumbent oversees all operational aspects of the Laboratory’s Emergency Response Organization and its relationships with other Divisions, off-site facilities, and regional and community public safety partners. This includes implementation of ERO program planning and management; ERO readiness; emergency equipment and facilities; the identification and preparation of alternate emergency facilities and emergency equipment for interoperability and redundancy.

• Develop, review, and revise the ERO policies and procedures manuals and associated documents; develop and provide training to all ERO members; and ensure all ERO members adhere to policy and procedure requirements.

• Leads the effective operation of the Emergency Operations Center.

Audits and Contract Assurance

• Prepare, direct, and supervise all contract and program assurance, evaluation, review, and corrective action functions to ensure full and continued compliance with applicable Contract 31 and DOE policy requirements.

• Provide subject matter expertise in support of all internal and external audits that include DOE risk assessments and surveys, independent oversight inspections, and Inspector General (IG); and other federal audits.

• Independently plans and develops self-assessment tools, procedures and metrics and coordinates those with other subject matter experts. Conduct self-assessments between the periodic DOE surveys that include all applicable emergency services program elements. Additionally, the incumbent provides peer review support to comparable functional areas at other national laboratories.

What is Required:

• Bachelor’s degree or combination of Education and Experience in Emergency Management, Business Continuity, and/or related field, and a minimum of eight years relevant experience in emergency management to include emergency preparedness, inspection and audit, and risk management.

• Working knowledge of the National Response Framework (NRF), National Incident Management System (NIMS), California Standardized Emergency Management System (SEMS), and the Incident Command System (ICS).

• Demonstrated knowledge in the areas of emergency preparedness, planning, training, and exercise, mitigation, response, recovery, and resumption as well as demonstrated abilities in directing and operating an Emergency Operations Center.

• Proven ability to effectively and diplomatically communicate both orally and in writing and work collaboratively with people in a wide variety of job classifications at all levels of an organization. Must possess proven ability to effectively cultivate and foster strong working relationships with team members, Laboratory personnel, management and external contacts.

• Ability to develop and conduct training classes and exercises.

• Ability to produce and deliver effective briefs, interpret and implement policies, plans, and procedures and ability to multi-task to produce results in a fast-paced changing environment involving competing priorities and deadlines.

• Demonstrated ability to provide leadership, technical guidance, and direction under emergency conditions; manage programs within budget, use project management skills in achieving goals and objectives.

• This classification will require the use of a vehicle while conducting Lab business. In order to operate a vehicle, individuals must be physically capable of operating the vehicles safely and must possess an appropriate California motor vehicle operator’s license.

Desired Qualifications:

• A master’s degree in Emergency Management, Business Continuity or related field.

• Certification as an Emergency Manager through the International Association of Emergency Managers (IAEM) or other national or state recognized authority.

• Working knowledge of DOE Order 151.1D, DOE O 150.1B.

• Certification as a Professional Continuity Practitioner or Master Continuity Practitioner through the Federal Emergency Management Agency (FEMA).

• FEMA Certified Type III or greater Incident Commander or equivalent.

Notes:

• This is a full-time career appointment, exempt (monthly paid) from overtime pay.

• This position is budgeted to pay $150,000 - $183,000 annually, which fits into the full salary range of $134,772 - $227,448 for the job classification of PS1.6.                                                       

• Salary for this position will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, certifications, plus also aligned with the internal peer group.

• It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on the final candidate’s qualifications and experience.

• This position is eligible for a hybrid work schedule - a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Work schedules are dependent on business needs. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
