Lawrence Berkeley National Lab’s (LBNL) Building Technology and Urban Systems Division has an opening for a Energy/Environmental Policy Researcher (EEPR1) to join the team.

 

In this exciting role, you will apply methods of conducting technical research that supports market adoption of clean energy technologies, policy making, and energy equity. Supporting organizational objectives related to energy management, energy efficiency, and sustainability in the U.S. federal sector and other large organizations. Working with an interdisciplinary team of researchers, the EEPR1 will conduct research and visualize data related to decarbonization, load management, and procurement of energy-consuming products. You will help disseminate information about those topics and the Building and Industrial Application Department's other research and activities.

 

What You Will Do:

  • Use energy principles and concepts to conduct market data research and analysis related to energy-using products purchased by federal agencies. For some products, these analyses underlie recommendations of efficiency requirements that are applied to all federal procurement of those products. Update FEMP guidance for products covered by ENERGY STAR, including updated cost-effectiveness information.
  • Develop analytical and computation tools or methods to apply to data collections.
  • Create and manage the workflow associated with data collection, processing and analysis, when applicable. 
  • Coordinate updates to a national database of utility demand response programs and time-varying rates for which federal entities are eligible. As requested, provide technical support to federal agencies on demand-response applications suitable for federal facilities and operations
  • Investigate opportunities to extend federal energy resources to disadvantaged communities in times of disaster or other emergency.
  • Use communication tools to deliver energy-related programmatic messages to federal entities, their suppliers, and others engaged in federal energy management. Deliver communications and outreach regarding the research and activities of BIA and its staff, using websites, newsletters, social media, video and other methods.
  • Prepare presentation materials on policy and technical analysis through various forms of publications and presentations, including conferences for policy-making stakeholders.
  • Support the design and implementation of qualitative data collection methods (e.g., interviews, surveys) to better understand organizational procurement practices. 
  • Resolve problems of moderately complex scope where analysis of situations or data requires a review of identifiable factors.
  • Contribute to the fulfillment of projects and organizational objectives.

 

What is Required:

  • Bachelor’s degree (or equivalent knowledge) in sustainability, energy efficiency, environmental policy, or environmental technology fields with extensive professional technical experience or additional education related to the position duties, typically minimum of 2 years 
  • Demonstrated experience in developing analytical methods and numerical models
  • Experience with the development of computational tools in Python, R, Excel/VBA, or other languages.
  • Ability to independently propose and implement analyses and communication of policy inputs and outcomes. 
  • Demonstrated ability to use data analysis software packages such as R Studio, Python. 
  • Strong understanding of concepts and methods relevant to energy, economic, environmental, market and/or technical research and analysis of energy/environmental equipment or systems.
  • Excellent interpersonal skills and ability to collaborate effectively, 
  • Excellent oral and written communication skills, including a demonstrated ability to present analytical methods and results to a non-specialist audience. 
  • Attention to detail and ability to collect, analyze and visualize qualitative and quantitative data. 
  • Excellent written and verbal skills and ability to interact readily in person, by telephone, and in writing.
  • Ability to work well in both a team environment and independently. 
  • Enduring interest in energy analysis and policy.

 

Desired Qualifications:

  • Familiarity with U.S. energy policy, especially as it relates to energy/environmental equipment or systems of particular interest.
  • Familiarity with basic principles and tools for data management.

Notes:

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
  • Must be able to start by Sep. 1, 2024.
  • The full salary range for this position is $81,264.00-$137,136.00. The budgeted salary range that the Lab reasonably expects to pay for this position is $96,501.00-$106,659.00. Salary offers will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, and certifications, and also aligned with the internal peer group.
  • This position may be subject to a background check. Any convictions will be evaluated to determine if they directly relate to the responsibilities and requirements of the position. Having a conviction history will not automatically disqualify an applicant from being considered for employment.
  • This position is eligible for a flexible work mode, with onsite or hybrid work being the preferred modes, though full-time telework or remote work modes may be considered. Hybrid work is a combination of teleworking and performing work on-site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab. Work schedules are dependent on business needs.
