Berkeley Lab’s Energy Sciences Network (ESnet), the fastest science network in the world, is seeking an experienced Project Manager or Sr. Project Manager who combines extensive project management skills with superior analytical, process development, communications, and project leadership experience.

As a Project Manager for ESnet you will serve as the primary project manager for an innovative next-generation network design and build (ESnet6) as well as provide project management guidance and support across the organization.  You will collaborate across the organization to develop processes and provide guidance on project management activities, including resource availability, budget allocation, communication, project artifacts, project documentation and project prioritization and will interact with external government agencies and stakeholders.


The Project Manager/Sr. Project Manager will provide:


ESnet6 Project Support:

  • Consult with ESnet6 project technical leads to define project requirements, budgets and timelines. From this consultation, develop and manage all project artifacts (schedules and performance milestones, cost estimating and contingency models, etc.) required for the execution and governance of the ESnet6 project

  • Coordinate project cost, schedule and project reporting practices for ESnet6. Ensure this work is conducted accurately and in timely manner by LBNL’s Project Controls group

  • Work closely with the project sponsor/director, develop, review, and endorse the ESnet6 project budget requests, baselines, and the baseline change control processes.

  • Plan, coordinate, and facilitate appropriate project meetings, internal and DOE reviews. Manage the preparation of all project meeting and review artifacts and documentation.

  • Prepare reports/documentation to reflect project status, cost, schedule trends, resource management, funding, project uncertainties and risks. Report out to staff, collaborators and external funding agencies.

  • Create and deliver presentations on project goals, status, and plans, including progress reports for a diverse audience that may include ESnet, LBNL PMO, ES&H, ASCR program and Computing Sciences Area leadership, on an as needed basis.

  • May lead or supervise project management and project support staff. Includes develop staffing plans, participation in the selection of project team members, and performance management.

ESnet Project Portfolio Management:


  • May supervise project management and project support staff. Including development of staffing plans, participation in the selection of project team members, and performance management.

  • Collaborate with ESnet leadership to develop an ESnet Project Portfolio Management practice.

  • Develop and implement division and project level processes, procedures and performance metrics, working in collaboration with Berkeley Lab’s Project Management Office to ensure consistency with applicable DOE and Berkeley Lab requirements and guidance.

  • Provide guidance for ESnet project teams in managing all activities in a project life-cycle (initiation, planning, monitoring, executing, and closing) associated with high visibility projects.

  • Routinely interact with project managers, Associate Laboratory Directors, Division Directors, agency sponsors, and other project representatives. Interact with external agencies, industrial consortia, other national laboratories, universities, and other collaborators. May serve as the Berkeley Lab primary point of contact to the sponsor/client.

  • Actively manage risks and issues on the ESnet program projects.


Minimum Qualifications:


  • Bachelor’s degree in a related field with a proven track record of networking and/or information technology project management including at least 5 or more years of experience managing moderate to large, complex technology projects from inception to completion.

  • Broad knowledge and skills in all aspects of project management, including scope development, project planning, risk management and reporting.

  • Experience with and use of industry recognized project management software.

  • Demonstrated experience interacting effectively with personnel at all levels of the organization and presenting complex technical project deliverables to management and external agencies.

  • Ability to independently formulate, organize, document, and present ideas in an effective manner.

  • Experience establishing and assuring adherence to budgets, schedules, work plans and performance requirements.

  • Demonstrated ability to make independent decisions consistent with organizational goals, policies and procedures.  Sound judgment and ability to take decisive action without all desired information.

  • Experience with organization-wide strategic planning and experience implementing outcomes.

  • Proven ability to develop, nurture and influence relationships across diverse organizations.  

  • Excellent writing, verbal, presentation, customer service, and interpersonal communication skills.

  • Ability to quickly learn, understand and apply (as appropriate) DOE Order 413.3B-Program and Project Management for the Acquisition of Capital Assets


Additional Desired Qualifications:


  • Master’s Degree in Computer Science or Network related field, or equivalent demonstrate experience

  • Certified Project Management Professional (PMP)

  • Familiarity with DOE Office of Science research programs, and/or Research and Education networking communities in the US or abroad.

  • Experience managing and supervising project managers or project support staff.

  • This is a full-time career appointment

  • The position will be hired at a level depending on demonstrated Skills, Knowledge and Abilities.

  • Work Schedule: Full-time, M-F, non-exempt (hourly paid) from overtime pay.
