Lawrence Berkeley National Lab’s (LBNL) Office of the Chief Financial Officer (OCFO) Division has an opening for a Strategic Sourcing Program Manager to join the team.

We are looking for a talented strategic sourcing professional to join our dynamic team!  

We need a seasoned professional who is experienced with strategic sourcing, project management, and who can award and manage a wide variety of contracts to support the work of the Berkeley Lab. The Lab’s mission is to bring science solutions to the world! The position will be filled at a Program Manager Level 2 or 3, depending upon experience.  

 

What You Will Do:

  • Manage and administers the Laboratory’s strategic sourcing program.
  • Establish and implement strategies and processes that leverage and maximize buying power.
  • Ensure required goods and services are obtained at the best possible value and lowest institutional cost.
  • Serves as primary operational lead for the day-to-day strategic sourcing activities.
  • Coordinate development and maintenance of strategic alliances with Laboratory suppliers and internal stakeholders to capitalize on leveraging opportunities.
  • Perform systematic spend and volume analysis to identify and monitor opportunities and shifts in Laboratory buying patterns, and strategizes accordingly.
  • Coordinate and establish price-competitive contracts and/or terms and conditions contracts to replace current one-off buying practices.
  • Engage in acquisition advance planning discussions.
  • Administer highly complex acquisitions from solicitation through award.
  • Develop effective supplier partnerships to align with Laboratory strategic sourcing objectives.
  • Develop reporting mechanisms to monitor progress and provide management updates and recommendations for future opportunities.
  • Represent Berkeley Lab as participant in external strategic buying consortiums.
  • Maximize opportunities for small businesses, and work effectively with the Procurement management team to facilitate strategic sourcing activities, evaluate and propose changes in procedures and processes to achieve efficient and effective operations.
  • Establish objectives and work independently with minimal supervision to formulate solutions to problems involving strategic and operational procedural requirements.
  • Interact with internal stakeholders, UC Office of the President, other UC entities, other National Laboratories, DOE, industry, and governmental buying consortiums. As procurement liaison, develop and maintain successful relationships on all levels both within the Laboratory and with outside strategic sourcing partners.
  • May supervise the work of others, if needed. 

 

In addition to the above, Level 3 Duties:

  • Serve as project lead on multiple strategic and highly complex, high value sourcing opportunities.
  • Work independently to develop solutions for strategic sourcing needs.
  • Provide leadership within the sourcing team and may provide backup support for team manager.
  • Work with teams of operations professionals, researchers and/or scientists to gain in depth understanding of their needs to provide expert advice to meet strategic sourcing needs.
  • Simultaneously balance moderate to high value contract awards.
  • Undertake strategic advance planning to ensure successful mission support.

 

What We’re Looking For:

  • Bachelor’s Degree in Accounting, Business, Economics, or related field and a minimum of 5 years of relevant experience as a sourcing or procurement professional or the equivalent combination of education and experience.
  • Ability to administer a wide variety of contract types and develop supporting contract documents.
  • Experience building and maintaining successful relationships with customers and suppliers.
  • Demonstrated ability to deliver procurement support in a timely and cost effective manner.
  • Proficiency with PeopleSoft or electronic purchasing systems; Google Suite, Microsoft Office Suite, and Adobe.
  • Ability to handle multiple tasks and work under pressure, successfully meet deadlines, and maintain a high level of competence, accuracy and attention to detail.
  • Ability to work in a team environment while professionally interacting with all levels of personnel.
  • Excellent interpersonal, negotiating, oral and written communication skills.

 

What We’re Looking For (Level 3 - In addition to the above):

  • Bachelor’s Degree in Accounting, Business, Economics, or related field and a minimum of 8 years of relevant experience as a sourcing or procurement professional or the equivalent combination of education and experience.
  • Experience with various contact types including fixed price, cost reimbursable, support services, fabricated lab equipment, consulting, real property leasing, and/or lease analysis and lease-to-own (LTO) actions.  
  • Experience with Basic Ordering Agreements, Master Agreements and other leverage agreements.

 

What We Prefer (Both Levels):

  • Familiarity with applicable LBNL Procurement Standard Practices, Federal Acquisition Regulations (FAR) and DOE Acquisition Regulations (DEAR).
  • Certification (CPM, CFCM, CCCM, CPCM).
  • Project management skills, experience leading cross functional teams, experience with driving process efficiencies/improvements.
  • Experience with Federal labor compliance or equivalent state and/or local labor law requirements.

 

Notes:

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
  • This position will be hired at a level commensurate with the business needs and the skills, knowledge, and abilities of the successful candidate.

  • This position is subject to the financial disclosure requirements of the California Political Reform Act of 1974. The successful candidate for this position will be required to file financial interest statements upon assuming this position, annually while holding this position, and when leaving this position.
  • This position will be remote initially due to COVID-19, but limited to individuals residing in the United States tentatively. The on-site work location will be at Lawrence Berkeley National Lab, Office of the Chief Financial Officer (OCFO) — Bldg. 971, 6401 Hollis St. Emeryville, CA, or may be performed remotely with a flexible work arrangement (depending on business needs).
